24 hour military time in the Encompass ELD application

Due to Canadian HoS coming soon and drivers sometimes accidentally confusing AM and PM (which can cause incorrect log edits that erase multiple log statuses), a customer is requesting 24 hour military time as an option within the Encompass ELD application.
