Add date to certification eld event in Encompass certified logs

If a driver certifies a log on a date following the actual log date we should display the certification date in the ELD Events in Enc.

As a driver I may go back and edit my log from 4 days ago which causes me to re-certify it. Once re-certified the log in Encompass has a new certification ELD event but there is no way for the Encompass Admin to tell what the date is that this re-certification was done.
