Update IFTA Tax Rates as They Occur Not Just Quarterly

We run monthly IFTA reports for internal purposes and to charge back fuel taxes to Owner/Operators. At this time the tax rates are updated quarterly in Encompass which would seem to make sense as the tax is filed quarterly but that doesn't give us accurate reporting when we need to run the reports monthly for our own purposes.
