screen brightness

When driving in nite mode screen dims on the ocks and the white background greys. All is fine until at a stoplight the screen changes to the home screen which is white background and not on nite mode therefore a camera flash is in my face.
Mandate says tablet must be in line of sight (can't hide it) can't turn the screen off ( voice prompts) can't dim the screen enroute? Mandated).
Solutions
1.Nite mode all screens. When its nite its nite all nite long no matter what screen you are on.
2.change the background on the home to a grey.
3. Add voice prompts so the display can be shut off legally. But this one you still need to type more than the max touches allowed.
I am no programmer but I have worked with some. And they would say CHALLENGE ACCEPTED!
Are these suggestions to costly or to complicated to be implemented on the app?
Have been asking since 2017.
